EUMAM Ukraine strengthens the staff planning capabilities of the Armed Forces of Ukraine

The General Albacete y Fuster Marine Corps School of the Spanish Navy (EIMGAF) conducted the 27th Tactical-Level Military Decision-Making Process (MDMP) module for Ukrainian service personnel as part of the European Union Military Assistance Mission in support of Ukraine (EUMAM Ukraine), at the request of the Armed Forces of Ukraine.

The training focused on enhancing participants’ understanding of tactical-level military planning processes, integrating different warfighting functions, and strengthening their ability to form effective planning teams.

The training programme consisted of two distinct phases. The first, theoretical phase provided officers with the fundamental knowledge required to understand and apply military planning methodology. The second, practical phase focused on applying these concepts through a range of exercises involving offensive and defensive operations at tactical-group and battalion level.

The module was developed by the EIMGAF Amphibious Operations Department based on the amphibious tactics course for Marine Corps officers, with particular emphasis on the Operations Process and Planning Methodology.

In addition to developing professional proficiency in operational design and the development of operational approaches, the practical training focused on acquiring key competencies required to conduct real-world operations in the field. This specialised training enhanced Ukrainian service personnel’s decision-making readiness, supporting both the execution of tactical tasks and the provision of direct operational advice to commanders.

With the participation of 24 EU Member States, EUMAM Ukraine contributes to strengthening the capabilities of the Armed Forces of Ukraine to defend the country’s territorial integrity and deter russian aggression. In Spain, training is coordinated by the Training Coordination Centre, while courses are conducted at facilities of the Ministry of Defence, the Spanish Army, the Spanish Navy and the Civil Guard.
